goalui bundle asserts the unified subnav contract (goal 41 T11)

The bundle pinned the goal page's pre-T11 inline engine by function
name (goalHighlightSubnav); the sweep replaced it with the shared
initSubnav engine, so the check now asserts the engine call, the
unified .subnav strip and the data-subnav-section regions. Verified
standalone: 142 passed, 0 failed.
